8.  Comments from Officials

Student Council Representative Greg Kilpatrick

· AP testing ends tomorrow after 2 weeks

· Sports – Track and Field continued on to the Masters meet and the Softball team is just a few games away from breaking CV High records!

· The Falcon Award for one exemplary student that shows academic and commitment qualities will be awarded June 2. There will be five finalists and one winner. Email Gregkilpatrick@gmail.com if you want to attend the awards ceremony.

· They are moving the bungalows into faculty parking lots to facilitate construction that will be going on next year.

First Responders

California Highway Patrol Officer Todd Workman

· They are currently working on the "Click it or Ticket" campaign. 50 tickets were issued last month. It is $90 per ticket and if you are the driver, you get one ticket, plus one for the passenger. The second offense is a moving violation!

· They are also looking at parking around the schools.

LA County Sheriff Captain Dave Silversparre

· No homicides; One robbery due to a physical alteration; No rapes; No other aggravated assaults

· Five burglaries – One was residential, one was attempted into a residence, one was a caregiver visiting the house, and two were shoplifting at Office Depot and forging a check.

· 22 thefts – Nine were at CV High (Seven unattended backpacks, one unattended wallet, and one from a locker); seven vehicles; road cones; registration tags and vehicle mirrors.

· No arsons

· Five narcotics arrests. An investigation revealed that there is no Paraiso meth lab.

· TMCx3 or TMC13 gang – The Sheriff is working with Glendale PD, CHP, and the COPS bureau

· Lou Ferrigno was recently working with Montrose Search & Rescue

· There will be surveillance and four graffiti signs have been requested in and around the CV High campus

· Two deputies work in the schools and one at CV High. GUSD has a private security company they work with.

· There was a call from a resident on Pineglen who had three cars broken into late Sunday or early Monday. It was thought it might be Fords with keypad entry as there was no sign of entry. Some of this might be phishing, where they drive by testing to see if the car doors are locked.

Los Angeles County, Public Works Department Jose M. Quevedo

· Assistant Deputy Director, LA County Public Works

· Graffiti Abatement Referral System (GARS) – There is a contactor in place to remove graffiti. Call (800) 675-4357 or see www.dpw.lacounty.gov

· There are 27 contractors throughout the county. Contractors respond to calls, as well as drive around the county looking for graffiti.

· There is 15-20 Million square feet of graffiti removal in unincorporated county areas each year.

· Do not confront a tagger! Please call the police AND report graffiti.

· There are 1,800 calls from the Altadena/La Crescenta area a year. 14 calls just this week were for La Crescenta.

· The goal for graffiti removal is 48 hours or 72 hours for flood control areas. If the graffiti is offensive, they try really hard to take it down within 24 hours.

· There is no photography of the graffiti under this program, so how does the Sheriff’s Dept follow-up on it? The Sheriff’s Department is undertaking a study to catalog graffiti and it includes a crime analyst so the CV Sheriff’s Department is going to try to undertake it themselves.

· Pete Rosenthal, who is a local businessman, works with agencies regarding graffiti abatement. His number is (818) 248-000.

· Glendale has a program where for $150/year, they clean up any graffiti. If it is not cleaned up, the property owner is fined and must hire a painter. This is logistically difficult for the County due to dispatching various contractors and color matching the surface.

9.  Scholarship Awards - Councilmember Pierce

· There were 16 recipients receiving scholarships of $300 each. It was a record year of fundraising from the community. Special acknowledgment to Alex Rogic, who donated in the memory of his son, Allied Waste, Chris Waldheim of J’s Maintenance, and Dick Seeley who collected $1,500 from 35-40 donors on the 3900 block of El Caminito.

· Christine Ward from Assembly member Cameron Smyth’s office, Richard Ray from U.S. Congressman David Dreier’s office, Steve Johnson from Assembly member Anthony Adams’ office, Steve Caliki from Senator Bob Margett’s office, Rita Hadjimanoukian from Supervisor Antonovich’s office, and Mayor Andrus presented certificates in recognition for Crescenta Valley Town Council scholarships to:

o Yun B. Ahn – Going to UC Irvine to study Accounting

o Megan Amado – San Diego State, Major in Nursing

o Michelle Arnette – Humboldt to study Biological & Oceanography

o Rosa Chung – UC San Diego to study Ecology & Environmental Science

o Lunt Family Scholarship awarded to David Corless – Brigham Young to Major in Accounting. He will also be on their diving team

o Caitlin Cox – UC San Diego to study Physiology and Neuroscience

o The Lucille Seely Scholarship awarded to Kresia del Rosario– University of North Carolina, majoring in Pharmacy

o Drew Elliot – University of Louisville, majoring in Business

o Bruce and Jane Campbell Scholarship awarded to Matthew Grey– Indiana University to study music performance

o Michelle Kang – UC San Diego, majoring in Biochemistry

o Sara Lee – UC Berkley, majoring in English and Business Administration

o Susan Lee – USC to study Neurosurgery Medicine

o Angie Lim – UCLA, majoring in Biology and Spanish

o Crystal Pak - UCLA, majoring in Biology and Spanish

o Ariel Ross – Cal State Fullerton, studying English Education

o Analisa Sevaly – Cal State Long Beach, studying Liberal Studies to get her teaching credentials

· Thank you to the Scholarship Committee – Council members Pierce, Erickson, Beatty, Arnold, Campbell, Thomas, and Davis.

10.  Action Items and Special Public Notices

· Cell Antenna Letter - Reading of previously approved letter addressed to the LA Regional Planning Committee

· Cell Site CUP letter asking the County to address how the process uses language regarding health issues when the Federal Mandate of 1996 says it cannot be addressed. Motion made by Councilmember Beyt and seconded by Councilmember Pierce.

o It has been stated that no restaurant can be in this building with a cell tower on the roof, but we would like to know why. Mayor Andrus will send a draft of this letter to the Council and will investigate who to address it to and what copies are appropriate. Motion passed – all in favor.

· Cell Site Proclamation / Petition - Mayor Andrus passed the gavel to Councilmember Pierce and read a proclamation to request the Government alter the Federal Mandate. Her personal goal is to get 1,000,000 signatures on this petition and send it to our Federal Government. Motion made by Mayor Andrus, seconded by Councilmember Beatty.

o 1) Asking Council members to sign as individuals with their Town Council title if they choose – Motion passed, none opposed

o 2) Use one page on the Town Council’s Web site to allow people to sign the petition online – Motion passed, none opposed

o Discussion that the requirement to stop construction of all cell towers until studies are done could take years and would stop the cellular industry.

Gavel returned to Mayor Andrus.

· Community Standards District update – The authors of the CSD met with the County and the Council. It is still hoped to have the Regional Planning Commission meeting in August.

· Fundraising – The Rolling Auction is on our Web site for Linda Taix’s Extreme Boot Camp Workouts for six weeks. Next month will be a year’s trash service from Allied Waste and another event will be a free helicopter ride.

o All funds raised goes back to the Community

o The Pancake breakfast in conjunction with CV High will be on October 11.

o July 4th fireworks – The Council will be selling glow sticks

o July 19th Movies in the Park with Big Tex’s BBQ available for purchase or you can bring your own food and have a picnic at Two Strike Park.

11.  Public Comments

· John Klose, CV DOGS – Continue to be at the Montrose Harvest Market so they have almost 2,000 signatures on the petition. Upcoming fundraisers include selling t-shirts or a plaque at the dog park. Presented additional signatures to Mayor Andrus. The total is 1,833 signatures, 1,500 from CV area.

o Two sites that interest CV DOGS are in the CV Park area – northwest area of the area off Dunsmore and the area at the bottom of New York on the south side of the wash. Trail access could be maintained to the south end. CV Park is central to park visitors coming from La Canada, Sunland, Tujunga, Sunland and Glendale.

o The last site looks like 2 – 2½ acres, with plenty of parking

o 4:47pm May 25th, JPL will be landing a rover on the North pole of Mars

· Glenn Workman regarding the cell towers – Once the site is embedded, it can become bigger. We currently cannot address the health effects. It’s up to the cell companies to provide proof why co-location is not an option. The cell companies can co-locate as those sites as already approved. A Sprint engineer quoted 4% dropped calls, and that the acceptable rate is 1.5%. The La Canada cell tower case is still in the appellate stage. We just need cell phones to make calls, not for Internet or video. The County hearing will be May 21, 9:00 A.M. at the Regional Planning Commission at 320 Temple. Businesses in that building are all opposed to the cell tower and have written letters to the landlord.

· Charles Beatty, a Director of the CVWD, stated that we in southern California are receiving 30% less water from MWD than last year due to a court ruling regarding the delta smelt, which are on the bottom of the food chain. The smelt have a difficulty escaping from the pump fans which pump the water south and many fish are destroyed.

We in our area need to conserve water or we will have to go to mandatory rationing in 2009. A 10% reduction from last year is asked.

At present CVWD uses 50 to 70 % of its own water from its wells to distribute to its customers. The balance is purchased from Foothill Municipal Water District.

· Warren Tolivar – Did eight years of cell site service. Towers do not pull a lot of power. The Federal Government did not require them to lower power. There are so many cell numbers and the cell sites track from tower to tower so you need additional towers to avoid dropped calls.

12.  Committee Reports

Art Commission Council members Thomas, Pierce

· The stage has been ordered and purchased, with delivery anticipated in June.

Banner Committee Councilmember Erickson

· Invitation to come Friday, May 30, 7:00 P.M. at the American Legion Hall at 4011 La Crescenta Ave. to honor the six recent banner honorees

Community Events Committee Councilmember Smiley

Finance & Fundraising Committee Councilmember Beyt

Land Use Committee Council members Beyt, Campbell, & Thomas

· Most of the speakers at the Land Use Committee lived near the proposed project. The community was overwhelmingly opposed to the project. Discussion about the Council’s role as a neutral body to provide a public forum to allow the residents to view the plans and comment.

· Discussion that the Regional Planning Commission Transmittal addressed most of the questions and concerns addressed.

· Discussion about whether to make a recommendation or not. Suggestion to write two letters – one regarding intent of the people in attendance and a second letter about the intent of the Council. We need to go back to the County to discuss discomfort with the Council making a recommendation. Motion by Councilmember Beyt and seconded by Councilmember Thomas.

· Could the developer have brought a petition of signatures? No – people need to be here in person or write a letter.

· Motion to write a letter with the date, time, location of meeting, name, address, whether person supports or opposes project, and comments. Motion passed 8-1. Opposed - Councilmember Erickson.

Parks Committee Council members Cleven & Davis

· There was a meeting with members from Friends of CV Parks, the Art Commission, and the Youths & Seniors Committee regarding the gardens at CV and Two Strike Parks, possible uses for the portable stage coming in June, and movies in the park at Two Strike during the summer.

· Dog Park - The County Planning Department is working on getting internal approvals on the revisions to the Off Leash Dog Area Policy and Guidelines.

Public Relations Committee Councilmember Thomas

· Possible flag for La Crescenta/Montrose to be flown at the new library. Eagle Rock is a part of the City of Los Angeles and they have their own flag which has helped create identify for its community. Rules for designing a flag include: (1) Keep it simple, so a child can draw it from memory; (2) It should be symbolic; (3) 2-3 basic colors; (4) No lettering or seals; and (5) be distinctive. Let’s create a committee, have a contest and put it on our ballot for the November election. Mayor Andrus formed a Community Flag Design Committee. Supervisor Antonovich’s office has been asked for permission to fly the flag at the new library and they will get back to us. Discussion to include someone from the Historical Society on the Committee.

· The Woman’s Club contributed $500 for the new library medallion

13.   Items from Council

· Welcome Signs – Meeting with Public Works resulted in needing permission from Caltrans.

· Have been approached by several people looking for an American Style type restaurant in the Community. Councilmember Pierce to address it with the Chamber of Commerce. One possible issue could be parking requirements.

· Compliments to Mayor Andrus for conducting the Land Use Meeting

· Recognition of Councilmember Pierce’s efforts on the Scholarship Committee

· Memorial Day Services will be held in Montrose at the Veteran’s War Memorial at 8:00 A.M. on Monday May 26. Councilmember Beatty is the Master of Ceremonies.

· Councilmember Beatty announced that the uneven Foothill Blvd., roadway from Raymond Ave., to Ramsdell Ave., will be corrected in the near future by a procedure called feathering. It will soon be smooth once again. Most of the pipes for the new library have been installed.
