2.  Acknowledgement of Officials and Guests

President Hales acknowledged that it is flag week.

3.  Approval of Minutes of CVTC Meeting, May 19, 2005

Councilmember Raghavachary motioned to approved.  Approved unanimously.

4.  Guest Speaker

            Rick Dinger, President Crescenta Valley Chamber of Commerce

4th of July extravaganza $7 for adults kids under 4 free. Tri chamber mixer at Valley Sun, Los Gringos supplying the food, 23rd of June. Business Expo September 14th. Run the Foothills. October 29th Car Show. Regarding K-mart property in Sunland: Home Depot has petitioned to go in, Chamber wants Target or Sears, a store similar to that. Commented that working together is good for our community.

Councilmember Rawlins- questioned the cost of the 4th of July.  Mr. Dinger said that there is more cost in the 4th of July, fireworks and insurance prices have gone up, CVCAN may not allow us to have the fair next year due to new turf at the school.  $15,000 was spent to put the program on.

Councilmember Andrus – asked how the Chamber and Council could work together better.  Mr. Dinger said better communication, work together to push forward on something, meet together first, have a unified voice, and discuss things together.

Councilmember Erickson- encouraged the Chamber to push for having the 4th of July fair next year.  Mr. Dinger said they need the 4th of July fundraiser.  Perhaps they could have carnival games instead of rides.  They will be thinking about everything after the 4th this year.

Mike Lawler – thanked the Chamber for the firework show and stated that the cake is the community getting together before hand.  Mr. Dinger stated that it is good due to the security, no alcohol and smoking, and the fenced field.

5.  Comments from Officials

California Highway Patrol - Officer Velasquez

15 accidents this past month in our area.  Click it or ticket program was funded by a grant from Federal Government.  Another program is the Boarder to Boarder on the 5 freeway, zero tolerance for speeding.

Councilmember Rawlins commented on the CHP pulling over semi trucks.  Officer remarked that an unmarked white car is pulling over semi trucks.  Councilmember Andrus stated that a constituent asked about having more people in the vehicle than seatbelts.  Officer stated that there must be a seatbelt for everyone unless the year of the vehicle was before seatbelts were installed. 

Glendale Unified School District - Asst. Superintendent Greg Franklin

Supervisory Council has a report which gives factual data regarding schools.  President Hales had asked if Mr. Franklin would discuss this data.  (Data book was given to the Council.)  The mission of the report is to look at facts as they exist without spinning them to look good to the public.  Prevention - No weapons, no violence, no drugs, no alcohol. Intervention – “group therapy”   Increase in Methamphetamines in the schools as well as the community.  Inter district permits going down.

Sheriff’s Department - Lt. Marie Hanna

Narcotics – more this month, numbered by the people (8)

Supervisor Antonovich - Rita Hadjimanoukian

Beach bus is running again this summer.  There will be a job fair.  Disabled individuals will be honored.  There was a home on a property (historic home) and the Supervisor’s office negotiated to hold off on demolition.  Turns out that the home was not as historic as was thought.  The Supervisor is now trying to save historic homes before demolition.

Crescenta Valley Water District - Ernie Weber

Board is undergoing review for budget 05-06.  Well number 12 is 50 years old and is undergoing renovation – new liner and new pump.  Water main on Laughlin is almost done.  The vegetation was cut around storage facilities.  District is reintroducing water signs on June 21st.  District is setting up earthquake preparedness and an earthquake kit is urged for all residents.  District is working on a long range plan for providing water service and future water development.  The water supply looks good but we still have limited ground water.  Their audit was done by Hutchinson and Bloodgood – recommended audits being rotated each year between auditors.  There is an ongoing litigation with City of Glendale.

La Crescenta Library - Vickie Guagliardo

Details about the Korean “party” given to honor donors to the Korean materials. Donation to 4th of July fund raiser given – kitty basket.

Montrose Chamber of Commerce - Amanda Beck

UPS store, Rocky Mountain Factory, New Moon, Caspian Services, Art on the Hour, Party Station are all their new members. 1000 residents, 300 members currently, membership drive. July 6th mixer and July 9th art walk.

La Crescenta Historical Society - Mike Lawler

Regarding Rockhaven:  there were plans to demolish and rebuild, but it was saved by the Historical Society. Monday night – Julieta Royal of the Planning Commission will be speaking, author of an early Glendale book. Little blue house in Montrose:  recount of story presented by Rita Hadjimanoukian. New group is forming: CV Heritage, Monday June 27th 6:30-8 Montrose Library.

CV Park - Kathy Giles

Verdugo Hills golf course – program for one hour for 6 weeks, for $70. Fitness Friendly Park – partner with businesses for healthier community.

Would like the Council to help get the word out about the Fitness Park. Garage sale to raise funds August 13th 7 AM-4 PM. Spaces will be rented by possible sellers.  Would like Council to sell food / beverages.

 6.  Neighbor of the Month, Steve Pierce

 7.  Special CVTC Recognition

            Councilmember Smiley for the Character and Ethics Project Award. 

8.  Correspondence - Councilmember Raghavachary

Thank You notes have been received for all scholarships. Complaints about billboards – sent to President Hales – we have been working with the County – somewhere out there in the state government they are trying to combat this issue. Pending CSD there was a call with a suggestion that property owners do not renew the permits for the billboards.

9.  Discussion of Verdugo Hills Golf Course Development

Community meeting attended in Tujunga by Councilmember Toyon – VH golf course, opinion stated that it would impact our community – proposal one: 320 unit housing development, proposal two: 320,000 square foot retail facility, 1100 parking spaces, western theme. Bob Sheely – team leader for the town hall meeting, design advisory committee, volunteer. Problems include traffic, loss of scenic beauty, openness. Karen Zimmerman – opposes developments Canyon Hills and the golf course. Question raised “Why is it not profitable?” – Councilmember Rawlins stated it was due to the price they paid for the property. Mike Lawler – we need to be concerned with our neighbors, traffic, permits.  We cannot keep adding people and take away recreational activities.

10.  Committee Reports

Finance/Fundraising Committee - Councilmember Erickson

Geared up for the 4th of July, meeting Friday at Councilmember Erickson’s house to get things together. 

Foothill Design Committee - Councilmembers Raghavachary/Toyon

Still waiting for meeting for the CSD.  Need a public meeting. Not opened to the whole valley, just residents. Mansionization issues can be added later but it is more important to get Foothill Blvd. handled now. Remax tree – no new news

Public Relations/Outreach - Councilmembers Raghavachary/Andrus

Robert Chacon moved to politics.  Fred Ortega is our new reporter for Glendale News Press. 4th of July auction items

Streets, Roadways, Parks and Public Safety - Councilmember Ostler

Two strike park – dogs off of the leash. Need parking on only one side on Encinal. Parking on Foothill – chamber checking if the merchants are okay with two hours.

Youths and Seniors - President Hales

CVHS award ceremony, ROTC awards banquet attended by Councilmember Smiley

            No change

 12.  Items from Council

Motion to form CVTC Land Use Committee:

Sussy Nemer proposed a Land Use Committee – meet every month at the same time –  6 PM every third Thursday – motion to form the CVTC Land Use Committee made by Councilmember Lunt, Seconded by Councilmember Raghavachary

Councilmember Erickson doesn’t see that we need it.

Councilmember Beatty agrees with Councilmember Erickson

Councilmember Lunt questioned the scope of the committee – other than Foothill Blvd., Councilmember Rawlins stated when there are land use issues, all of the interested parties cannot fit in the room

Councilmember Toyon stated that land use is not Foothill Design

Councilmember Beatty stated that it is not mandatory to follow direction from Ms. Nemer.

Councilmember Lunt said there should be a forum for people to express their opinions, not a Committee saying what land use should be.

Motion to table discussion from Councilmember Erickson, Seconded by Councilmember Beatty, passed

Televising of CVTC General meetings - President Hales

Approval from Captain Peters to film in the Station.  Decline from Supervisor to help us fund televising.  There is a high school student who works for Charter and willing to film for us.  Currently looking for a camera. Motion Councilmember Erickson to offer $50 donation per month fee for filming.  Seconded by Councilmember Andrus.  Passed unanimously.

Eagle Scout presentations will be done by President Hales

Certificate presentation at La Crescenta Library will be done by Councilmember Lunt (June 18, 1:00 p.m.)

Glendale Police Chief Randy Adams, November 17th would like to come to discuss metro crash.  This will be discussed at the Executive Meeting.

Proposal to write a synopsis of the special meeting and then send a letter about the meeting to Supervisor Antonovich regarding the private school proposed at the top of Rosemont Avenue.  Recording Secretary Councilmember Andrus will send a copy of the special meeting minutes to Corresponding Secretary Councilmember Raghavachary who will send it to Supervisor Antonovich.

Press Release: guest speaker – 4th of July – neighbor of the month – VH golf course -proposed school info on website – CV Heritage new group & Antonovich heritage information.
