Assemblyman Cameron Smyth Christine Ward,

Field Representative

Discussion that the Governor has prepared the budget, work continues on the LAUSD breakup bill and work on a bill to see about drafting legislation to test at the high school level for steroids

Discussion –

It is tough to answer when the budget will be balanced

They are still examining if there is a need for high school testing for steroids

Pursuing the LAUSD breakup because in other areas, there are 50,000 students per district

President Andrus announced that the "Welcome to La Crescenta" sign is up at the Pickens Canyon Spot Park. There will be a dedication ceremony with Supervisor Antonovich present in February. (Date to be announced later.)

Assemblyman Anthony Adams Steve Johnson,

District Director

Assembly member Anthony Adams supports the Governor’s proposals to start, but there are other places to cut. Zero-based budgeting will be looked at. He does not support universal health care but prefers incentives for small businesses to offer health care for employees.

Discussion -

Hiring freezes are already in effect. In the 1990s, a change occurred so a pay rate commission proposes raises and they automatically go through. Officials can reject the raise, but they still have to pay the taxes on it.

Mr. Johnson is willing to go back to Assembly member Anthony Adams to discuss the "plain speak" issue regarding how bills are written, but bills are written in a language such that they cannot be misinterpreted by attorneys in Court. Contact their office and they have people that will analyze a bill. (Be warned that there is both a Republican and a Democratic analysis.)

First Responders

California Highway Patrol Officer Todd Workman

End of year items for 2007 – Just under 400 tickets issued for the La Crescenta area, 200 traffic collisions, one fatality (auto vs. pedestrian at Ocean View and Montrose). Focus on schools has been successful and no complaints received. There is a new COPS officer who will be at the schools primarily during school times. Radar will be strictly enforced. CHIPS for Kids was very successful – thank you very much for your support! Officers are getting new tasers and anyone who carries one must first get tased themselves.

Discussion -

Councilmember Campbell thanked Officer Workman for addressing issues of the Streets Committee. Councilmember Campbell was successful by emailing or calling Officer Workman.

The CHP has taken up more radar enforcement on the 2 Freeway due to speeding.

LA County Sheriff Captain Tim Peters

Introduced the C.O.P.S. Bureau officers for Altadena and La Crescenta.

Summarized crime statistics for December

6 of 13 Larceny-Thefts occurred at CV High

One aggravated assault on Christmas Eve on Paraiso Way. The case is still being investigated.

Discussion –

Explanation of C.O.P.S. program - They give these officers defined goals & problems to deal with. It’s a Community-based policing idea. Last year there were issues with rave parties that C.O.P.S. dealt with. They do not respond to calls or the radio so it gives the Sheriff’s Department more resources.

Captain Peters encouraged the Public to call the Sheriff. It is the level of a disturbance, not the time of day that dictates if/when you should call. Even if it’s minor, that’s why the Sheriff is there, so please call them.

Deputies Kim and Toly are developing a policy for ethnic policing and it was suggested that the Sheriff could provide Brochures at schools in other languages.

A resident of Paraiso Way explained that the attack was from a resident of another street. Their block is working on things to help the family.

Day laborers can legally distribute flyers as long as it is done in a public way. If there is a question, the Sheriff would need to see the flyers.

Student Council Representative Greg Kilpatrick

CV High Finals are at the end of this month

The students will be able to get through the upcoming construction as they did it a few years ago.

Discussion -

Greg is a Junior.

Greg did not feel most students support Prom Plus, but they are glad it is offered by the YMCA and CV Prom Plus. Principal Linda Evans estimated there were 650-700 students at the prom and 350 at Prom Plus. They do ask the students about types of activities they would like to do.

Vice President Pierce thanked the students for their great efforts to keep the area around the school clean. Greg said that Principal Evans has really been on top of this.

Discussion from a resident on Altura regarding speeding and noise from school traffic and buses. This is not only students, but also parents. Busses come and go all day long for sporting events. Lunch time seems to be a problem for speeding. (Speed limit is 25 mph.) Councilmember Campbell will speak with Officer Workman. Resident states it clears up for a while after speaking with the school, but it’s not just a problem with the students.

Greg said he was recently in a small town in Utah that had the idea to put half a mannequin in a Highway Patrol car to help discourage speeding. The Council will pass this on to Officer Workman.

8. Neighbor of the Month - Linda Evans, CVHS Principal

Awarded to someone who goes above and beyond the call of duty. Thank you for allowing the Town Council to use the Career Center for its monthly meetings, as well as the 2007 election so the Community could attend.

Principal Evans wanted to respond to Captain Peters regarding the larceny-thefts. The problem seems to have been resolved, but they occurred mainly because sometimes the students are too trusting and they were not locking up electronics and small valuables in lockers.

9. Honored Historic Home Award - Max & Zoe Howard

2617 El Caminito

La Crescenta

Built in 1913, it was a main hunting lodge for the La Crescenta area where hunters congregated during weekends. There are unconfirmed reports that President Truman might have stayed there.

Coming from England, Zoe Howard said 1913 is not that old. It was on the market for almost a year and the other buyer wanted to tear it down and put two homes on it. She stressed it’s important to keep these old homes and restore them to their original style.

John Vega

Mr. Vega wants to refurbish this castle home. A fireplace was found behind a wall. It is the only remaining castle in the area and survived the Pickens Canyon flood in 1934. Large boulders that came down the canyon remain in the back yard.

Announcement from President Andrus regarding a call from Lawren Markel of the SMMC - On February 5th, there will be a meeting (NOT open to the Public) with the City of Los Angeles, City of Glendale, Councilwoman Wendy Gruel, and the County of Los Angeles regarding purchasing the VHGC and turning it into a City run golf course.

Al Evans – Recreation Services Manager for County Department of Parks and Recreation. He helps with Two Strike and CV Parks and various park programs.

10. Special Guests

Crescenta Valley Water District Dennis Erdman, manager

There is a January 22 meeting regarding increases for sewer rates. Rate has remained the same for five years because of a favorable settlement with Los Angeles and Glendale regarding issues of money charged for treatment at the plant and this money was put back into the fund. Also, a healthy reserve fund was built up over years.

Costs have increased because they previously had no dedicated crew. They hired 2 workers and purchased a truck and a TV truck. There was an $800,000 increase from Los Angeles to improve their infrastructure. A $6-10/month increase is proposed.

Later in February, they are considering rate increases. We are in the midst of a drought and facing a cutback in supply from the Bay Delta. We purchase 40-50% of our water from MWD and there was an 8% increase this year and there will be a minimum 10% increase next year. A 5.4% increase is therefore proposed for this year. It will be a conservation-based rate structure to encourage conservation.

Discussion -

They can arrange for voluntary water transfers from other springs in our local desert areas, but they are very complicated to do. We need to look at greater use of recycling water and more efficient fixtures or possibly water transfers from agriculture. They’ve worked hard to develop the ground water basin and we’ve pumped out every drop we are entitled to during the last 3 years.

They need to look at the studies again about connecting to the Glendale system of extending reused water up to the 210 Freeway so County parks and Caltrans can use gray water for irrigation.

Condos and multi-family homes use about ½ the water a single family home uses.

They might look at the top 100 users and maybe they won’t reach them with financial incentives. Most people want to be good citizens and they hope to appeal to their environmental sense.

Former board member Ernie Weber used rinse water from laundry to water his lawn.

Dennis Erdman will get together with his Staff regarding confusion about the Q&A sheets that were brought. We are billed on a two month basis and some proposed rates are based on monthly usage and others are based on a two month basis.

Even if conserving, tiered rates mean a higher rate due to the number of people in your house. The water industry is following the electric industry so pricing follows demand. More that 40% of districts use a conservation based rate structure. It is a common and accepted practice.

Due to elevations in our area, we have a large pumping cost due to electricity costs. The majority of costs will not decrease in the next five years, even if there is more water available.

There are 8,300 CVWD accounts - 7,066 single family residences, 710 multi-family, and 378 commercial, plus schools and municipal usage. Mr. Erdman will look at the analysis, but the supposition is that 10% of the accounts do not represent 15% of people served.

In August 2006, MTBE was discovered. They are not sure where the MTBE plum went, but the affected well has not been returned to service. Other wells have made up for it and they are pumping out the full adjudication of water.

The LA Water Master works on safe yield of ground water. CVWD is in negotiation with Glendale so if they don’t use their full adjudication, we could make arrangements to pump their excess.

Dennis Erdman’s contact info is on the brochures. Remember the January 22 meeting regarding sewer rates and the February 5 meeting regarding increase of water rates. February 5 is election night so Mr. Erdman will ask the Board about changing the date. Later in the meeting, Councilmember Beatty announced he had spoken with another manager to change the date to be one week later, from February 5 to February 12, pending approval by the CVWD Board of Directors.

11. Public Comments

Announcement from President Andrus – She spoke with Sussy Nemer and has really good news. The Policy the County currently has was not passed by the Board of Supervisors. There currently are no dog parks in unincorporated LA County. They reviewed the policy and they felt it was too stringent and they are looking at redoing it so it can fit within unincorporated LA County and push us further toward a dog park. The dog park site visit has been rescheduled for February 4. They will take the needs of our community into account and look at this park to be the pilot for other unincorporated County of LA areas.

John Klose from CV DOGS spoke. CV DOGS is a volunteer group interesting in working with the town council and LA County Supervisor’s office for a dog park. President Andrus explained that several County department heads must get together and the site visit scheduled during the holidays was postponed due to rain and rescheduled for February 4. CV DOGS wants to be an active part of getting a dog park and being an integral part of helping. The Task Force will be visiting the Eagle Debris Basin, property at the top of Rosemont (the County owns part), and Alta Terrace Debris Basin off La Crescenta Avenue. CV DOGS is investigating a relationship with the Pasadena Humane Society to use their non-profit status to accept donations. They want to pursue a Public-Private partnership and consider a partnership with the Town Council and the County of LA.

Paul Dutton spoke regarding CERT (Community Emergency Response Teams) started in 2006. They have trained close to 100 people in three training sessions. There is a CV Town Hall Meeting on Monday, February 25, at 7:00 PM at the CV High Auditorium. Is your family and your Community Ready? EVERYONE is encouraged to get involved.

It was announced that Councilmember Smiley has just been appointed the California Committee Action Chair for the GUSD union.

There is a drive to raise funds for the memorial wall at Two Strike Park. Buttons available for a $5 donation.

12. Action Items

Motion to approve letter regarding CERT Community Meeting - to leaders in the Community telling them the Council supports and encourages them to come and participate.

 

Discussion -

Councilmember Thomas will draft the letter to be mailed by the end of January. It was suggested that we include the number of CVTC members who are CERT certified. Paul Dutton will email a list of people to send the letter to.

Historian: Danette Erickson – This job entails clipping newspaper articles and putting them in a binder. Councilmember Erickson will keep the historical books and she has the plaque for Arbor Day.

Motion to approve Contract for AT&T Service change

The hard wiring for the Council phone number is in a building on Foothill, but the calls have been forwarded to the Erickson home. President Andrus thanked the entire Erickson family.

We do now know if there are outgoing calls on our line. It would be inappropriate to physically move the line to someone’s home.

Moved by Councilmember Beyt, Seconded by Vice President Pierce.

Councilmember Erickson would like to discuss 3 options. Suggested we table this issue until we can resolve the cost discrepancy between rates quoted to President Andrus and Councilmember Erickson.

Councilmember Beatty doesn’t just want to look at cost, but also the personal touch.

Each Councilmember gave out our email address and cell numbers on business cards and on the Council’s Web site. The Public is getting a lot more personal touch because they can contact us directly without going through a clearing house first. One person cannot be home all the time while people can take shifts to return calls. Sometimes others besides Council members answer our home phones. The Council’s main number will remain the same for all time.

Not all people have Internet access at home to look up phone numbers

Discussion –

Actual 2007 budget did not include banners

Televising increased from $1,200 to 1,900. This includes a sound system, back drop and new contract for the videographer.

Office supplies went over budget in 2007 and were increased in a prior meeting by motion.

Web increase – Someone is buying Web sites pertaining to our name. We want to purchase them to reserve the Web sites.

Harvest Market promotions – New signage includes a "goal" sign for fundraising and the boundary map. We want to make the booth more professional in appearance. Fundraising might include a carnival, special auction similar to last year’s Hawaii trip, pancake breakfast, etc. (To be discussed at the first Fundraising Committee meeting.)

13. Committee Reports

Executive Committee President Andrus

 

President Andrus read her vision for this Council - My vision for this Council in 2008 is for the members to operate in cooperation to represent the residents and business in unincorporated Montrose and La Crescenta. This does not mean we will always agree. We have different ideas and life experiences. However, without some level of cooperation we will not accomplish anything and it will be a waste of our time to serve on this advisory board. When people look back at the 2008 Town Council, I want them to remember what a great Council we were - how much we accomplished. In the ‘70’s the Miami Dolphins won the Superbowl two times. They won it with third string players who could have started on any other team, but chose to play third string to be part of a winning team. We are a winning team. Each Councilmember has an opportunity to be part of our winning team, or not. Being part of a team leaves out the "I" and strives for the best of "we." That is not to say we put aside our individual thoughts and ideas. But it is to say that we consider each other's opinions and ideas in addition to our own.

Reminder that the Executive Committee Meetings are held at the Sheriff’s Station in the Community Room.

 

Land Use Committee Councilmembers Beyt,

Campbell, and Thomas

Councilmember Thomas announced the January 30 Public Hearing for the Aposhian Property (2773 Foothill) will be that County of Los Angeles, Room 150. The Public notice is posted on the fence.

Councilmember Erickson asked that all Council members be informed about all land use issues. The Land Use Committee deals with R2/R3 and C properties only.

 

Art Commission Councilmembers Thomas, Pierce

Councilmember Thomas reported this is the year we will have a temporary outdoor stage at CV Park (ETA March 2008). The City of Glendale is thinking about purchasing Rockhaven as a library and cultural center for the Crescenta Valley. Pasadena has an indoor performance stage, so he requested the CVTC write a letter requesting an indoor performance room and possibly an outdoor theater. Moved by Councilmember Thomas, Seconded by Councilmember Campbell. Approved – none opposed. Councilmember Thomas to draft letter.

Banner Committee Councilmember Erickson

The Committee is working on three more banners and existing banners did well in the recent wind. Ray Larsen spoke about three new Hometown Heroes – Navy Lt. Amy, Army SPC Chris van Meter, and Army Specialist Simone Luca. Five of our Hometown Heroes are in Iraq. USAF A1C Matthew Cameron is a new dad. Photos of all military personnel are on the Council’s Web Site.

Councilmember Erickson requested to invite the families of these new honorees to a CVTC meeting to give them their certificates. To be discussed at the February Executive Committee Meeting.

Councilmember Erickson is working on one more request.

Councilmember Campbell requested that the Banner Committee send a letter of acknowledgment for all donations.

Community Events Committee Councilmember Smiley

President Andrus announced that the Arbor Day ceremony is currently set for April 19. Due to this being Spring Break for the GUSD and Glendale Community College, the date will need to be rescheduled. (Saturday April 12 is the beginning of Spring Break.)

Election and Nominating Committee President Andrus

This Committee can include Public volunteers not related to candidates. There will be an election mailer again this year. The first meeting will be in summer, closer to the election.

Finance and Fundraising Committee Councilmember Beyt

First meeting will be Tuesday, January 22. We will get an early plan, objectives and completion dates established. We will explore other avenues such as a pancake breakfast, chili cook off, and carnival during 4th of July festivities,

Parks Committee Councilmembers Cleven & Davis

We had our first meeting with Sue Kilpatrick and Council members Beyt, Campbell, Pierce, Cleven and Davis.

We discussed ongoing and proposed projects for 2008.

Goals for 2008 include ADA Accessibility, working with the Youth and Seniors Committee for more mobile Youth and Seniors services, and possible other Spot Parks.

The Dog Park Site Visit is currently scheduled for February 4.

Public Relations Committee Councilmember Thomas

No meeting yet. To be scheduled in February.

Streets, Roadways, and Public Safety Committee Councilmember Campbell

Discussion about the crosswalk across La Crescenta Ave. that is to be moved from the South to the North side of Prospect Avenue - Some neighbors petitioned County organizations and the CVTC was not aware that neighbors object because they feel it will increase jaywalking along Prospect. This involves putting in a sidewalk on one side of Prospect and there will be restricted parking on one side of the street. Neighbors feel it changes the nature of Prospect Ave. The Public is encouraged to attend a hearing at the Public Works Building at 900 S. Fremont in Alhambra in the First floor auditorium at 9:00AM on Wednesday February 6. It is unknown if the County Highway Safety Commission is convening on our behalf only, but since they will make a decision THAT day, President Andrus will contact the County to see if the meeting can be moved to the La Crescenta/Montrose area to make it easier for people to attend.

Councilmember Cleven discussed the Adopt-a-Tree Program to identify each tree on Foothill Blvd., its species and get people to adopt and water them. We will review the CSD, now available on the Council’s Web site regarding trees.

Initiating contact with Public Works staff regarding installing left turn lanes and left turn phasing at Ramsdell and Foothill.

President Andrus was contacted by a resident informing the Council that an attorney is pursuing a lawsuit regarding a sidewalk safety issue. President Andrus spoke to attorneys on both sides of the issue and was able to give them information because emails regarding the issue were easily found. One attorney stated that they had already read our minutes online. Reminder that it is very important that we keep good committee notes and that our minutes be online timely.

Youths, Scholarship, and Seniors Committee Councilmember Pierce

A letter was drafted to Allied Waste regarding this year’s scholarship program. Approval given to use this same format for all scholarship letters. Moved by Councilmember Beyt and Seconded by Councilmember Thomas. Approved – none opposed.

15. Items from Council

Councilmember Cleven attended a Master Trails meeting in Glendale. They are looking for grant money from the State for three general areas (See Glendale’s Web site). They want adjoining trails.

President Andrus heard from a resident at the top of Ocean View who saw a Mountain Lion. Other reports of a Mountain Lion seen at JPL and they were able to take a picture of it. Officials believe this is all the same Mountain Lion, including the one sited last year.

Vice President Pierce addressed the Glendale City Council regarding the Verdugo Hills Golf Course on behalf of the CVTC. Next Tuesday, January 22, this topic will be agendized.

The plaque for the Sheriff’s Memorial Wall will be presented to the Montrose-La Crescenta Kiwanis Club Tuesday, January 22 at 12:00 noon at Grandview Palace. The Presentation will be made by Rich Toyon.

Councilmember Erickson reminded everyone about the Big Band Dance and dinner Saturday, January 19 for $15. Dinner is at 6:00.

The Cultural Arts Society will put on Chamber Music Friday, February 1 at 7:30 PM.
