4. Public Comments

Discussion of proposed parking restrictions on Foothill Blvd.  There were no public comments.  Councilmember Raghavchary read a letter from resident Erik Reppe re: his property on Foothill which needed parking on Foothill.  (copy in Records book)

Councilmember Erickson discussed phone call from resident re: parking on Foothill for his property.  (copy of e-mail re: phone call in Records book)

Discussion followed.

Motion by Councilmember Raghavachary to ask the County to make Briggs Avenue to Pennsylvania Avenue a no parking area between the hours of 2 – 6 AM.  Seconded by Councilmember Lunt.

Additional discussion followed.

Motion amended by Councilmember Raghavachary to ask the County to create a “Preferential Parking District” between Briggs Avenue and La Crescenta Avenue for residents with permits being issued by the county.  Seconded by Councilmember Lunt.  Passed unanimously.

 

5.  Comments from Officials

Discussed activities at the library.  Friends of La Crescenta Library annual meeting on April 2nd. 

Discussed the recent rainfall and conservation plans.  Discussed the decision to have a flat rate increase of 12%.  March 21-23rd there will be no water from Foothill Municipal.  CVWD asking for NO sprinkler use and limited indoor use.  Tour available for all Councilmembers.

6.  Installation of CVTC Members and Officers for 2005 by Michael D. Antonovich, Los Angeles County Supervisor

7.  Supervisor Antonovich:

Discussed a pocket park at Briggs Avenue and Foothill Blvd.  Supervisor’s office facilitated Parks and Recs and Flood Control working together and proposed that Parks and Recs used funds to obtain land from Flood Control.  Supervisor’s Staff is working with the Foothill Design Committee to develop the site and details will follow shortly.

Discussed the library and indicated that the project is in phase two of mitigation study to provide a fair appraisal to the owner.  Supervisor indicated this study should be complete the beginning of February and the tenant will be helped by the county to relocate his business.

Discussed the Sheriff’s Department and the budget that he has placed before the Board of Supervisors.  (An “increase the cops” program.)  Supervisor said he is working toward getting the local Sheriff’s Station additional needed resources.

Councilmember Raghavachary asked Supervisor Antonovich about his recent quote in the newspaper stating that ground-breaking for the new Crescenta Valley library could take place one year after acquisition of the site. The Supervisor clarified his statement saying it would be a "ground-breaking ceremony" and not the start of construction.

Councilmember Andrus presented the Supervisor with a “Taste of Crescenta Valley Cookbook” and a “thank you” from the entire community for his contribution to the cookbook project and new library and community center.

Supervisor presented Bert England, former president of the Foothill Republican Club, a certificate of appreciation for leadership.

8.  Continuation of Comments from Officials

Monthly report of accidents in La Crescenta given to Council.  (Copy in Records book)  Discussed road and other issues due to recent rains.

Monthly crime report given to Council.  (Copy in Records book)  Reported transfer of Officer Nimith to Palmdale Station and the receipt of two new lieutenants to the Crescenta Valley Station.

Discussed past and up coming events for the HSCV. 

Discussed issues concerning the Conservancy due to recent rain storms.  Announced first meeting will be January 24th.

Councilmember Erickson made a motion to approve the above list of committees, chairs, and members.  Seconded by Councilmember Lunt.  Passed unanimously.

 10.  President-elect Hales appointed Councilmember Toyon to the position of Crescenta Valley and Altadena Town Council Representative to the Santa Monica Mountains Conservancy Advisory Board.  Motion to approve appointment made by Councilmember Erickson.  Seconded by Councilmember Raghavachary.  Passed unanimously.

 11. Items from Council

Councilmember Erickson: Opportunity to make presentations at CVHS for awards for community service. 

Councilmember Lunt: Arbor Day is March 26th at Two-Strike Park. 

Councilmember Erickson suggested having candidates for the GUSD and Glendale College speak at the March meeting.

 Councilmember Smiley:  Passed out clubs and organization packet for Council review.  Still working with CVHS on getting CVTC televised.  Outreach Committee meeting will be January 21st at CVWD.

 Councilmember Andrus gave report on Agua Dulce Town Council Election Review Committee.

 Councilmember Toyon:  Tree planting on Foothill Blvd. should be around March 2nd. 

 Councilmember Raghavachary:  Bios still needed for Website.
