The Council decided to "Go Red for Women" tonight. "Everyone can support the fight against heart disease in women by wearing red. It's a simple, powerful way to raise awareness of heart disease and stroke," according to the American Heart Association.

  • Nancy Jacobson wrote a letter regarding County Animal Control and concern about lost pets in the Crescenta Valley. She has had four dogs over 14 years. Under the current system, a lost pet is taken to the County shelter in Baldwin Park. La Canada, Glendale, and the Glendale Annex of La Crescenta are contracting with the Pasadena Humane Society for licensing and shelter services. Mayor Andrus sent an email to Supervisor Antonovich directly and we will write Ms. Jacobson telling her we are looking into it.

    8. Comments from Officials

    First Responders

    California Highway Patrol Officer Todd Workman

  • Everything is looking good and they are still hitting the schools hard.
  • Caltrans will implement freeway congestion relief by turning on metering lights on all on and off ramps on the 210 Freeway in our area. On the 2 Freeway north to the 210 east and west, you’ll have to stop. On the 134 eastbound to the 210 west, you’ll have to stop. Between March and May, the new lights will be turned on green for 2-3 weeks, until people get used to it and then they will turn them on so you’ll have to stop.
  • According to studies, benefits include an improvement in traffic flow, increase in speed, reduced fuel consumption and improvement in air quality.
  • Caltrans can look into flashing lights or "prepare to stop" signs. Officer Workman will forward contact information so the Council can contact Caltrans or write a letter in support of this suggestion
  • Discussion about concerns:
  • Traffic will be backed up into the tunnel from the 2 north to the 210 west and beyond from 9:00 a.m. - 10:00 a.m. and 3:00 p.m. – 8:00 p.m.
  • What will the effect be on La Crescenta Ave near La Crescenta Elementary and CV High?
  • Can the exchange ramps have smart meters that work only if needed instead of being on all the time? There is potential for more traffic to go to the end of the 2 Freeway and exit onto Foothill Blvd.
  • There will not be less enforcement while the CHP is enforcing the on ramp meters as an officer is specifically targeted for that enforcement.
  • Officer Workman will invite a Caltrans Representative to come to a Town Council Meeting to answer questions and address concerns.

  • "Too Toxic to Trash" hazardous and e-waste round up on Saturday April 19, 2008, 9:00 a.m. – 3:00 p.m., Glendale City Streets, 780 Flower Street, Glendale. Fill up your trunk and they’ll unload it for you.
  • In conjunction with the CV Town Council and LA County Parks and Recreation, Supervisor Antonovich invites everyone to attend the Annual Arbor Day Ceremony & Tree Planting on Saturday March 8, at noon at Two Strike Park. Confirmed lunch vendors include Ralphs, OSH, Togos and Los Gringos Rapido.

  • 2007 Report Discussion
  • Burglary – Some solicitors were working our area. On January 2, the Sheriff arrested three people who were knocking on front doors and if there was no response, they would go to the back door. He encourages everyone to lock their doors and call the Sheriff if solicitors are looking around while soliciting or doing anything suspicious.
  • Larceny/Theft – There was "phishing" to find unlocked car doors. In March 2007, two people identified and wanted by several stations, were arrested in Arizona. We are encouraged to "Harden your target" - Lock your doors, don’t leave computers or GPS systems in open view inside your car. Close your garage door.
  • Vandalism – There were a lot more reports of graffiti and slap tagging
  • Jan Report - 26 Part One crimes, which is six more than Jan 2007. Last year there were two auto thefts and there were two in January.
  • Vandalism – 16, down from 37 last January. It has gone down since June 2007.
  • Narcotics – 13 arrests, which is high for the area, but it’s also good due to increased enforcement.
  • Alarm systems – Discussion about burglary statistics. A sign for an alarm company will chase away 90% of the burglars, because there are too many easier targets.
  • LA County Parks Department Al Evans

  • There are several new programs at Two Strike Park. Tyrone Brown is the new Supervisor assigned to Two Strike Park.
  • A mobile recreation unit will be there Monday/Wednesday/Friday from 3:00 p.m. – 5:00 p.m. They will have Frisbee golf, miniature golf, arts & crafts, a parachute, etc.
  • They will expand on Tuesdays with fitness and nutrition programs.
  • Thursday there might be Youth sports camps – football, basketball, softball, and soccer on a rotating basis.
  • There will be a Father’s Day jazz concert
  • Shakespeare in the park (300-500 people attended last year) – August 1, 7:00 pm.
  • They would like to do outdoor family movie nights once a week to show Classic movies
  • They are looking into requests for more picnic tables
  • All Parks Staff have thorough background checks done by the Department of Justice. Parks and Recreation is very conscientious about safeguarding our children.
  • They encourage local residents to work at the parks. Job descriptions and employment applications are available. Applicants only require some background in community service where you can document 180 hours.
  • Senior programs – Skip McNevin has someone on staff that is experienced and can lead Yoga, Pilates, walking, etc.
  • Request for shade over the children’s playground equipment – They are aware of the situation and Supervisor Antonovich’s office is looking at gathering bids.
  • Student Council Representative – Greg Kilpatrick

  • The school has put up a new Web site, www.cvfalcons.com, which is completely student designed
  • Track and Field season just started. The first home meet will be March13, 3:00 p.m. on Osborne field
  • Narcotics – The school is taking a very proactive approach and the Administration is going classroom to classroom doing random searches.

    9. Special Recognition of Retiring Sheriff's Councilmember Pierce

  • Sgt. Joe Raya – Joined the Sheriff in June 1976. He was transferred to SWAT for 16 years. He was promoted to the CV Station in 2000. He was the CV Chamber of Commerce Deputy of the Year in 2007. His last day will be March 28.
  • Sgt. Randy Sulstrom (not present) - His 32 year career began in June 1976. In 1996, he transferred to the CV station.
  • Captain Tim Peters – He is a 36 year veteran who joined the Sheriff in February 1972. His last day will also be March 28.
  • Mayor Andrus presented the Officers with Certificates of Appreciation
  • Julia Rabago, President of the CV Chamber of Commerce presented the Officers with Certificates.
  • Charles Beatty, Director of the Montrose/Verdugo City Chamber of Commerce, on behalf of the Chamber, presented the Officers with Certificates of Appreciation.
  • Charles Beatty, Director of the Crescenta Valley Water District, on behalf of the District, spoke to the tiered water rate structure and how it will be implemented.

    10. Public Comments

    Please fill out a speaker card and submit it to the Vice President. Discussion is limited to items NOT a part of this agenda. Each Speaker is allowed 3 minutes. Council may question or respond to the speaker but there will be no debate or decision. The President may refer the matter to the appropriate committee for investigation and report.

    Carol Fodera, CV DOGS

  • CV DOGS is planning to become an auxiliary with the Pasadena Humane Society to accept donations under their tax-exempt status.
  • They met with organizers of POOCH, who led a 12-year campaign to get a dog park in Pasadena
  • Have been invited by the Town Council to have a booth at the Arbor Day celebration
  • New Web site is www.cvdogs.org
  • Monthly meetings will be on the 3rd Tuesday of every month so the next meeting will be Tuesday, March 18 at 7:00 p.m. in the Community Room at the Sheriff Station. Information will be available on the calendar of the Town Council’s Web site.
  • Presented two letters of Support from Vets at the Rosemont Pet Hospital, Steve Salin & Kimberly Mitchell.
  • Jacques Massachi regarding the development at Briggs & Foothill

  • A Conditional Use Permit ("CUP") was issued in August 2005 and expired in August 2007. The County may allow a modification of the previous 2 year time limit to 3 years. The Chamber of Commerce has given a letter of support for the development. They would like help to get a modification of the time limit.
  • Mr. Massachi said the Developer and Architect did not receive notification the CUP was going to expire. The Architect had all the paperwork in their possession from the prior owner.
  • Mr. Massachi personally contacted the County for a modification as suggested by Mark Childs in Planning. The County Council will make the final determination.
  • Community letters may not help extend the CUP. The Developer is not looking for an extension, but a modification of the term. Mark Childs in Planning sent Mr. Massachi an email recommending that he get letters of support.
  • Mr. Massachi discovered the CUP expired in November. The Architect has contacted Planning and sent several emails, but the gentleman who originally worked on this CUP has retired.
  • This is the only property on Foothill that has a CUP because it was a motel use. It also has a residential property on it and was a split zoning at one time.
  • If they have to get a new CUP, they don’t want to shut down the motel due to possible vandalism. The Developer could lose financing and it would be difficult to carry this property for another year.
  • The Developer knew a CUP was in play, but it was in possession of the prior owner and Architect. The Developer has done a development before and all CUPs expire.
  • The Council will contact Planning to see what needs to be done.
  • At this time, there is no deadline other than the County Council is looking at this now.
  • The Developer is ready to start this project in 2-3 months because he has to pull the permits. They are ready to go, the funding is in place and the contractor is lined up.
  • Council members Smiley and Pierce regarding Mayor Andrus, Woman of the Year

  • March is Women’s History Month. On March 10, 2008, the legislation will hold Woman of the Year ceremonies in the State Senate Chambers. Assembly member Anthony Adams has chosen Mayor Andrus as Woman of the Year. Following our Arbor Day ceremony, Mayor Andrus’s family will fly to Sacramento. Mayor Andrus will be speaking with State representatives about important issues affecting our community.

  • Please ask Councilmember Beyt if Council members want to see a copy of the audit
  • Motion to Approve Publishing Annual Budget with Minutes

  • Budget will be posted on the Council’s Web site with the January General Meeting Minutes. Motion by Councilmember Beyt and seconded by Councilmember Smiley. All in favor – no one opposed.
  • Motion to approve $200 increase in the Budget for business cards

  • Motion by Councilmember Beyt and seconded by Councilmember Smiley. All in favor – no one opposed.
  • Motion to Approve Letter regarding grant for Rosemont Middle School

  • To help fund an SRO on campus to decrease school crime and increase safety on campus. Motion by Councilmember Cleven and seconded by Councilmember Campbell. All in favor – no one opposed.

    12. Committee Reports

  • Executive Committee Mayor Andrus

  • The Council reviewed goals for this year – Dog park, bike paths, outdoor stage, a welcome to Montrose sign, Harvest Market representation, a sister community, welcome to LA Crescenta signs, medians, underground utilities.
  • Land Use Committee Council members Beyt, Campbell, & Thomas
  • Notice of public hearing on March 4, at the Regional Planning Office in LA regarding antennas for a wireless communications company on top of a commercial building at 2540 Foothill blvd. The antennas will be hidden by panels on the roof similar to how an A/C unit looks.
  • 3900 & 3908 Park Place in Montrose – Received information from Regional Planning that the Developer is considering going forward with the project. The Land Use Committee wrote a letter to the Developer to see if they wanted to have a public land use meeting in March or April. There is an approved negative declaration on this property.
  • May 28 – The Community Standards Design ("CSD") for Foothill Boulevard will be heard before the Commission
  • Southeast corner of Foothill at Sunset – A big fence went up around the property. It was recently sold and a Developer bought it. The Council will look into this. There is an oak tree on the property line of Sunset and another one further in.


  • Art Commission Council members Thomas, Pierce

    Supervisor Antonovich’s office to provide the Community with a portable stage at CV Park to use from March throughout 2008. This temporary facility will be used to get Community input before pursuing something more permanent. Information has been given to the CV Arts Council and the Southern California Lyrics Theater. The site is under the oak trees, where the basketball court is and it forms a natural bowl.

    Banner Committee Councilmember Erickson

    • Ray Larsen reported in Councilmember Erickson’s absence. Three banners were put up, but we have not awarded the families with photos/certificates. We could possibly present them at the Arbor Day celebration or March General Meeting.

    • We just received notice of a new service member, Joseph White, in the US Army stationed in Fort Louis. We are looking for additional 2-3 sponsors.

    • One banner lost a support arm and it was fixed today.

    • Congratulations to Nalbinian & Valerie, who were married February 8. They are back in Okinawa, where they are stationed.

    • Blue Star families meet on Friday nights, 5:00 p.m. – 7:00 p.m., on Honolulu Avenue to show their support for the armed forces. Please join them if you can.

    Community Events Committee Councilmember Smiley

    • Arbor Day Celebration March 8, at noon – In the event of rain, Monte Vista is the backup site. The CV Chamber of Commerce and the CVWD (bringing drinking water) will be participating.

    Finance & Fundraising Committee Councilmember Beyt

    • Pancake breakfast –CV DOGS will join the Town Council in this effort. We need to find a venue with a kitchen, seating area, and refrigeration in La Crescenta. We will need help from everyone on the Council.

    • Silent Auction

    Parks Committee Council members Cleven & Davis

    • Dog Park – There was a site visit on February 4, at the Eagle Debris Basin between the wash and the west side of Two Strike Park. There were representative from the Supervisor’s office, Flood Control, Public Works, Parks and Recreation, Planning, and the Town Council. The County must develop a County Dog Park Policy and Guidelines, as well as amend County Ordinances, which need to be approved at several levels, including the Board of Supervisors. Funding sources need to be identified, and EIR or negative declaration may need to be prepared, community meetings must be held and schematics/designs need to be prepared. Construction would be completed approximately 18 months to 2 years after these other steps have been completed. No space at Two Strike Park will be used for the dog park.

    • We are investigating additional spot parks

    • Discussion about possible access to the Pickens Canyon Spot Park via a bridge from Briggs over the wash.

    Public Relations Committee Councilmember Thomas

    • No report

    Streets, Roadways, Public Safety Committee Councilmember Campbell

    • There have been many inquiries about speeders, including inquiries about adding an extra stop sign at Fairmount and Glenwood to make it a 4-way stop.

    • Headed north on La Crescenta and Foothill, there is currently one left turn lane, two lanes to go straight, and one right turn lane. A suggestion was received to change one of the two straight lanes into a combination left turn and straight lane. Amy Cheema is investigating.

    • There is a similar request on northbound Ramsdell and Foothill.

    Youths, Scholarship, & Seniors Committee Councilmember Pierce

    • Had a joint meeting with the Parks Committee.

    • Working on funding for scholarships. The eligibility requirement for scholarships is that you can be any graduating senior at CV High or a resident of Unincorporated Montrose or La Crescenta.

    • Changes regarding pickup and drop-off at Mountain Avenue School – It is moving forward and today was the first banking day (Thursdays), where all grades are dismissed at the same time.

    13. Items from Council

    • Glendale Mayor’s Prayer Breakfast at the Hilton Hotel on March 13. Doors open at 6:00 a.m. and breakfast is at 6:30 p.m. Ann Drysdale will be the guest speaker at a program starting at 7:00 a.m.

    • The Sheriff’s Department contacted the Council and they are doing a wall in the building in honor of those who’ve died while serving the Sheriff. They would like to use a 12x12 decal of the CVT C logo for the County portion of this. Motion by Councilmember Pierce and seconded by Councilmember Beatty. All in favor – no one opposed.
