Special Guest

Chief Adams of Glendale Police

Chief Adams reported on the first discovery of some 5000 marijuana plants in the hills above CV Park. The plants were being watered from a public irrigation system. They could have had a street value of $10 million. The suspects escaped via the undergrowth. It took 62 police personnel to harvest and airlift out the 2 tons of plants from the hillside. This operation could have been ongoing for 2 to 3 years. The Chief thanked the LAPD who assisted and Lila Johnson of CV Park.

6.         Hydrocephalus Proclamation

            President Andrus read a proclamation to Josh and the Raghavachary family to increase awareness of his challenge in life.

 

7.         Historic Home recipient David Drucker was not present for his home’s honor so was postponed until next month.

 

 

 

 

 

8.         Comments from Officials:

      Mark Harmsen representing Congressman David Dreier stopped by for a DC update.     The Congressman is working on Water Quality, Transportation, JPL and state crime           alien assistance program services. There has been passport chaos.

 

      California Highway Patrol Officer Todd  Workman stated that there were 14 collisions       and two DUIs this month.  tworkman@chp.ca.gov or 626 396 8100. They have been       issuing many speeding tickets on La Crescenta even went to one person’s home.       When school is closed collisions and complaints around schools are down.

 

      LA County Police Captain Paul Gallo went next due to Captain Peters assisting Chief       Adams where there were juveniles arrested for trespassing on the campus. The dog       lease law is being enforced at CV Park and Two Strike Park. They can be reached at      661 257 0881 or 0882 if you see a dog off lease at the park. They have received zero          calls regarding lease law issues. The 24 hour dispatch phone is 1800 834 0064. It was       suggested they change patrols to 8:30 AM and 4:30 to 5 PM when residents come       home and take their dogs out.

 

      LA County Sheriff Captain Peters states they have made many arrests and thefts are       down area wide. Just as this evening when the Chief and Captain nabbed juveniles,    the agencies work well together. This is the second summer when crimes have gone        down. President Andrus mentioned a Pine Glen robbery in August. The Graffiti on       billboards was reported and gone the same day. Councilman Cleven asked about      the seriousness of the local burglaries. Most are daytime. Must watch out for more than            one where one distracts owner and others go thru house. Since they arrested some        kids hooked on heroin crimes are down.

 

      Rita Hadjimanoukian from Supervisor Antonovich’s office applauded this year’s   council on all they have accomplished. They were thanked for sponsoring a banner.

 

9.   Dog Park Presentation  -  John Klose and Carol Fodera presented 800 signatures from       local residents who want a dog park. 921 signatures were gathered but 127 were       outside our area. They have been collecting since July 15 at the Farmer’s Markets. It       took some 40 hours to get these signatures. They were charged to find some land to       build this park. They are considering gathering donations to help offset the tax payer       burden to fund this park. There suggested perhaps a fee for a dog tag to use the dog       park. Councilmembers Campbell and Pierce will be working with the County as part of       a task force for this dog park. President Andrus restated what Kathleen Ritter of Parks       told us in July. A dog park requires 3 acres with two parks for big and little dogs. They      are thinking CV Park.

 

 

10.       First bylaw reading by Robert Thomas

This is to be inserted in Article V, 11b (make current "b" into "c")

 In the course of performing their duties, council members and their relevant persons*, are to treat fellow council members with respect.

Council members and their relevant persons* must not intimidate or attempt to intimidate fellow council members.

Council members must not conduct themselves in a manner which could reasonably be regarded as bringing their office or authority into disrepute.

 *The definition of a "relevant person" is a member of a council members family, or any person with whom the council member has a close association.

 

11.       Public comments:

            Librarian Vickie Guagliardo introduced new youth librarian, Lydia Harland who is looking for high school students to be on a teen advisory board. They are cleaning             shelves of shabby books getting ready for library closing during construction.

           

            John Newcomb spoke of his new DVD available at Ralph's on the valley’s history. There             will be two free showings Sat the 18th at St. Luke's and Aug 25th at 8 PM at CV Park on a             14 foot screen.

           

            Judy Tejeda gave a letter from the CVWD read by Councilmember Thomas.

 

12.       Committee Reports

            Land Use Committee by Councilmember Thomas

            2752 Prospect is to subdivide into 3 single family homes.

            2778 Frances wants to remove 3 oak trees to put in a residence. 8 more trees will be             damaged.

            4400 to 4404 sub divide 3 family homes to 7 new condos with sub terrain parking.             Ocean View and Barton north east corner.

            Will send letter to ask for land use meeting later.

            Councilmember Raghavachary asks county to water trees on Foothill Blvd. The trees             can be adopted for care.

            Election Committee by Councilmember Smiley

            Nov 3rd          9 AM to 5 PM. Steve Pierce will get volunteers to work the day. The             application to run for Town Council will be on our website starting Sept 4 and at our             meetings and the chamber office. Final review is Oct 13th.

            Fundraising Committee by Councilmember Pierce

            CV Hometown Fair will be Sept 22 10 AM to 6 PM. We will have a Bid N Win booth, Lady             with many Pockets. The Fair will have an adopt a pet booth, a classic car show plus             carnival rides and more. Paul and Lisa Dutton who won our silent auction trip are in             Hawaii with recent storms.

            Arts Commission by Councilmember Thomas

            There will be a temporary out door stage at CV Park. A 3 sided shell with a canopy             and a raised stage by March 2008. There is some lighting and restrooms. There will be     no fee for Arts Council to use it. Sign ups will be through Lila. The area can also be used        for basketball.

            Banners Committee by Councilmember Erickson and co chair Ray Larsen

            We have 10 sponsors but want to get to 16 for the 25 pole price break.             Councilmember Beyt reports they will be on the north side of the street and up as long as esthetically proper.           A fallen GI is not to be honored with the active men but as      military protocol dictates.  The sponsor list should be on our website as well as the GIs.             Councilmember Erickson asked Councilmember Pierce to keep track of the checks for   this purpose.

            Foothill Design Committee

            Councilmember Raghavachary reports Oct 10 at 9AM Rich, Stuart, and she will present to regional planning before they schedule the public meeting. She has a full          FDC meeting scheduled for Monday Oct 8.

            She was happy to report the new design for Shakey’s is improved.

            Streets Committee by Councilmember Campbell

            No parking signage on Mary Street will be up before school starts. They are working on the right to take care of 210 off ramp jointly with the chamber. Every 2 weeks we are            the work crew.

            Mt Ave concern for traffic still being addressed.

            Need to trim vegetation at Rockdell and Briggs

            Signs knocked down by cars at El Adobe Lane and Orange will be reset.

            Goss Canyon and Shields will also be reset.

            Councilmember Cleven reported on Dorothy and Goss Canyon with a 45 slope.   Disabled could not cross. Not practical for disabled pedestrians to cross

            Shields at Vista Del Arroyo is too narrow, uphill and very steep.

Glendale City Council Sept 15th with RSVP by Sept 8th

President Andrus will have lunch with the Supervisor

Sat Sept 1 is CV Arts Council show at Two Strike Park at 7 pm Fancy n Fairy Tales. There were 400 people at their last event.

            Concert in the Park Sat Sept 8 at 2 Strike from 5 to 7 pm with an 8 piece band.

Councilmember Smiley thanked all for all we are doing and encouraged all to run in election.

Councilmember Thomas thanked Sue Kilpatrick for walking park with him to give handicap view of outdoor stage area and also thanked the chamber for their help.
