6. Treasurer’s Report - Councilmember Beyt

· Semi-annual budget review was done this past week. Four adjustments to be made as noted. Motion by Councilmember Beyt and seconded by Councilmember Smiley. Discussion about projected fundraising and expenditures for the remainder of the year, including upcoming election costs. Approved, none opposed.

8. Comments from Officials

First Responders

California Highway Patrol Officer Todd Workman

· June traffic collisions – six. One injury.

· This area is doing very well on the cell phone law and they are seeing very few tickets

· Fatality on the 210 Freeway at La Tuna Canyon a few weeks ago – A lot of big rigs park on the freeway along that area. A 56-year old gentleman from Santa Clarita went from the #4 lane into the back of a big rig trailer. It is reported that he had a heart attack. Please be aware that in a medical emergency, people can make a hard right turn to try to get to the shoulder of the freeway.

· CHP is working on getting the radar trailer repaired and out on the streets

· Discussion about the big rigs parked on the shoulder of the freeway. It is illegal. Delineators were put up to discourage parking there and the trucks just ran them over.

LA County Sheriff Capt. David Silversparre

· June statistics

o One robbery and the offender were caught. This year, all three robbery suspects were arrested.

o There were three, not four burglaries.

o 12 larceny/thefts

o Two motor vehicles were stolen and recovered

o Ten vandalisms (down from 23 in May)

o 23 citations for the cell phone law

· LA Live Peace ‘08 March for Kids on August 2, 10:00 am at the LA Coliseum

· There have been nine arrests regarding the 211 Crew

· PCEK (Perfect Crime Everyday Krew) – You are next!

· 25th Annual National Night against crime out co-sponsored by the LA County Sheriff’s Department will address child safety this year. Tuesday, August 5, 5-8 pm at Two Strike Park

· There has been a dramatic decrease in crime from last year’s summer

· Discussion about a resident being consistently vandalized. It was suggested that the resident document it and send a letter to Capt. Silversparre. Capt. Silversparre encouraged people to report problems to the Sheriffs and if they feel it there is still a problem, ask for a Supervisor. Please report any complaints to the Watch Commander.

Brianne Johnson Girl Scout Gold Award – California Native Garden at Two Strike Park

· The installation was successful

· The dedication of the garden will be on Saturday, August 2, 3:00 p.m. at Two Strike Park

· It is beautiful and everyone is encouraged to go see it

· The rocks on the outside are set so you can sit on them and listen to the water

· Thank you to California Waterscapes for donating the water feature, as well as their time and labor

· Brianne is planning to do some murals on the restroom walls, as well as designing plaques to describe the native California plants and discuss water conservation

· The water turns off occasionally, but does not sit still long enough for mosquitoes to breed

Al Evans, LA County Parks

· This is the first collaboration of this type in LA County. Richard Aguirre is the new supervisor at CV and Two Strike Parks. Please bring it to Al’s attention if you have a vision or project. These plants are all native to California and require very little water.

· The County’s portable stage is in, but it needs to be set up to see if all the parts are there

· LA County was the first County to put in a Frisbee disc golf course in 1978 or 1979. It is a great, healthy sport. In 1982, LA County was the first to hold the world championships. There are now three Frisbee disc golf courses and the people doing concessions are now making money. People would like to see a disc golf course at CV Park. (Visit Veteran’s Park in Sylmar.)

· Discussion about a prior inquiry for a shade structure over the play equipment at Two Strike Park.

9. Action Items and Special Public Notices

· First Reading of Bylaw Changes – Changes are required for State tax purposes for a 501(c)4 should the Council ever dissolve. The bylaws required that all Council members be informed of the proposed changes ahead of time in writing, which was done via email. We need to have a public reading one month before the change. The change will go into effect immediately upon its adoption and will be voted upon next month (August).

o Dedication clause

o Discussion to add a provision that special funds be returned to the donor, including banner and scholarship donations.

· Community Standards District ("CSD") Hearing – Wednesday, August 20, 9:00 am

· The Election Committee will convene in August for the November election which is tentatively scheduled for November 1st. Candidates must be a registered voter, must currently live in Unincorporated LA County, and must have lived in Unincorporated LA County for at least one year.

· West Nile Virus – We had the first reported case in La Crescenta. Please be careful to not leave standing water around. If you have flu-like symptoms and a headache, please be sure to consult your physician.

11. Committee Reports

Art Commission Council - member Pierce

· The stage will be used on August 2nd and it will be the first time it is used in LA County

Banner Committee - Councilmember Erickson

Community Events Committee - Councilmember Smiley

Finance & Fundraising Committee - Councilmember Beyt

· Pancake breakfast October 11 – Tickets sales could begin in late August. Sausage and pancake batter have been donated and we are working on getting a bike donated for a raffle prize.

· Rolling Auction for a 45-minute helicopter ride will begin in 2 weeks.

· The Allied Waste auction raised $570.

· Bidding on auction items is available to everyone on the Council’s Web site, www.crescentavalleytowncouncil.org

Flag Committee

Land Use Committee - Council members Beyt, Campbell, & Thomas

· July 9 cancellation of hearing regarding Sprint/Nextel; moved to July 30

Parks Committee - Council members Cleven & Davis

· Members of the Town Council, Supervisor Antonovich’s office, LA County Planning, County Animal Control and CV DOGS met the last week in June to discuss the dog park. County Planning has been working with several other agencies and municipalities on the Guidelines and Policies for dog parks as this would be the first dog park in Unincorporated LA County and they hope to have Board of Supervisor approval in January. Everyone needs to work on identifying possible funding sources and CV DOGS needs to work on fundraising and community outreach. One possible idea that came out of this meeting was that in the event of a major disaster, the dog park could serve as a temporary place to hold stray or loose animals. It is now mandated that a plan for handling animals be included in every city’s disaster plan. CV DOGS volunteers could help with this task and we might be able find some emergency funding for this purpose.

· August 2 event – Movies in the Park (the original Parent Trap starring Hayley Mills). Bring canned goods as a donation for the Salvation Army food bank

Public Relations Committee - Mayor Andrus

· Monthly Town Council articles will be starting up again soon

Streets, Roadways, Public Safety Committee - Councilmember Campbell

· Widening Rosemont at Foothill Blvd – At this moment, there is no feasible solution to stripping or signal timing that won’t adversely affect Foothill Blvd.

· Request for speed bumps on Markridge – Studies show that speed bumps are not warranted

· Glenwood & Fairmount – A resident had requested a 4-way stop, but the study said it was not warranted. More review has been requested by another resident and Councilmember Campbell has inquired whether the study was done while school was in session or out.

· A sign on Pennsylvania was changed from 10 mph to 100. It has been cleaned up.

· A resident has requested painting the curb red as parking on the corner of Alabama and Ramsdell reduces visibility of oncoming cars.

12. Items from Council

· Saturday August 26th is the La Crescenta Ave. off-ramp cleanup. OSH donated a weed whacker for use by the Town Council and Chamber of Commerce for their joint cleanup of the off-ramp.

· Three new London Plane trees were planted and dedicated on Foothill Blvd. in front of OSH. Terry Kappen donated two trees (one in honor of her father who loved to walk along Foothill and go to OSH). The other was donated by Paul Rabinov for the beautification of LA County, under the Council’s Adopt a Tree program. These donors have volunteered to water and weed the trees they donated.

· A house on Mayfield (R1) has four families living in the house. They rearranged the front door and are parking on the front lawn. Zoning has been contacted and they will be taking a look at it.

· Shakespeare in the Park will feature "Much Ado About Nothing" on Friday, August 1 at 7:00 pm at Two Strike Park. This is presented by the CV Arts Council

· The Council received a thank you letter for attending the Southern California Edison dinner July 16 – Edison is very much like our water district in concerns over having enough resources and they also have a tiered rate structure. (Tier 1 and 2 rates won’t go up, but tiers 3, 4 and especially 5 are going up.) Look at your bill for more information. Edison is looking for renewable energy sources. They might install new meters to track the time of date that you are using electricity. Dave Ford would like to address the Council because if Proposition 7 is passed, electricity bills will go up even more.
